Cleaning Out the Bureau

Cleaning Out The Bureau is a pre-Heist mission in IGN's Grand Theft Auto 5 Walkthrough. PART 1: THE STAKE-OUT

Meet with Lester at the garment factory to begin the mission. After the cutscene, get into Mike's car and drive to the bureau and wait at the parking lot entrance.

Four to five vehicles will drive out of the garage so be sure to inspect EACH license plate until Lester gives the green light.

PART 2: THE TAIL

Once Lester IDs the janitor's vehicle (a red sedan), follow him. Keep your distance from the sedan to avoid detection. You'll have to patiently wait when the car stops at red lights, so don’t draw any attention or have any accidents.

When the janitor arrives at his apartment building, park the car at the curb and then follow him while staying in cover. The janitor will enter his second-floor apartment so follow in after him to trigger a cutscene.
