Find a suitable vehicle and then bring it to Los Santos Customs. Mod the car with 100% Armor, Bulletproof Tires, Turbo, etc, and then give Lester a call. From there, Lester will give you the location of where to park the vehicle.?

Park the car at the parking garage at the Arcadia Center and then exit the area to complete the mission.
