Buff: Permanently increases Stamina Regen Rate by 2%

Cost: $12,000

Location: This buff was found in the EBM Petrochem Stadium in Dogtown at the food vendor near the Autofixer Terminal.

It can also be purchaed from the bar in the Heavy Hearts Club in Dogtown.
