Penn is a reporter for the Lucky Clover Gazette. You'll first meet him in Lookout Landing after using the Lookout Landing Skyview Tower. After your first encounter, you can meet him again in the Lucky Clover Gazette HQ (which is near Rito Village). Once there, talk to Traysi, who will make Link and Penn co-workers during the side quest "Potential Princess Sightings!"

From that point onward, Penn will appear on any stable Link visits.?
