Rauru
Rauru is mentioned very early on in the opening scenes in The Legend of Zelda: Tears of the Kingdom, and the name might be familiar to you. Rauru is a character in the Legend of Zelda: Tears of the Kingdom, but he has also appeared in the Zelda series previously. This page explains who Rauru is in every Zelda game he's appeared in, and reveals who Rauru's voice actor is in TotK.

Rauru Appearances in Previous Zelda Games
We first encountered Rauru in The Legend of Zelda: Ocarina of Time as the Sage of Light. You can watch a short speech by Rauru in Ocarina of Time in the video below.
It turns out Rauru had another form, Kaepora Gaebora, the owl who helps Link from a young age. From The Legend of Zelda Hyrule Historia on Page 87: "Rauru: The sage who created the Temple of Time in eras long past. Before Link drew the Master Sword, Rauru took on the form of an unusual bird named Kaepora Gaebora, watching over the boy as he progressed his adventure."
Hyrule Historia also says Rauru had "power stronger than both time and the Master Sword" and eventually became "the guardian of the power of the gods" on page 77.

Soon after the prologue main quest, you'll learn who Rauru is, but you can read more about him as he appears in Tears of the Kingdom below.
Rauru in TotK
Rauru is first mentioned in Tears of the Kingdom during an opening prologue cutscene in which a decayed Demon King is seemingly freed of his mystical restraints, a singular arm. He says to Link, "Rauru placed his faith in you... and that was all you could do?"
You'll eventually meet Rauru, or at least, an incarnation of him soon after right before beginning The Closed Door. You can watch that cutscene below.
It turns out, Rauru is one of the Zonai people, and was once the owner of Link's new right arm that had sealed The Demon King away.
Eventually, you will learn that Rauru was once the King of Hyrule, and is in fact the founder of the kingdom alongside a Hyrulian woman.
He worked with the five other sages in the past to seal away the Demon King, also known as Ganondorf.
Rauru's Voice Actor
Rauru's voice actor in Tears of the Kingdom is Chris Hackney, according to the game's credits.
You may recognize Hackney's voice from other projects like Fire Emblem: Engage, where he voiced Dimitri, or Genshing Impact, where he voiced Kamisato Ayato. This actor has also worked in Attack on Titan, One Punch Man, and Horizon Forbidden West.
