Steve Haines is one of the two main antagonists in Grand Theft Auto V. He is Dave Norton's superior at the FIB and forces Dave to get Michael and the others to clean up a lot of the messes he made at the FIB while also sabotaging the rival IAA. He claims to be a patriot willing to do anything for his country, but he never wants to personally get his hands dirty and will stoop to anything to get what he wants.
