Layered Armor is a cosmetic-only armor option that covers the armor you're actually wearing. Here's what we know so far:

• Direwolf - Given to you at the start of Iceborne
• Strategist Spectacles - Unlocked by progressing MR
• Dragonking Eyepatch - Unlocked by progressing MR
• Thermae - Unlocked via optional quest "Treasure in the Stream"

Unlock the Thermae Layered Armor set by completing the 4-Star Master Rank Optional Quest - Treasure in the Steam. You'll earn Thermae Tickets, which unlocks the Thermae Layered Armor at the Smithy.
