Headstone Island

Play the Ballad of Gales to warp back to Outset Island. Sail to the east to get to Headstone Island and get off on the beach. You can lift up that giant stone head with the help of your Power Bracelet and smash it on the ground. Enter the cave.

Inside, you will find a large stone seal with engraved Wind Waker song instructions. Equip the Wind Waker?and play the tune while holding right on the analog stick: down, down, center, right, left, center. You will learn the Earth God's Lyric and meet the remnant of a once great race: the Zora.

This is as far as you can go on your own. You have to find Medli to get into this dungeon. Before you warp to Dragon Roost Island to find the Rito girl, stand on the beach of this island and put a Hyoi Pear on your head to call a seagull. Fly around the island and collect the Rupees, then fly to the very top of the rock spire in the center to find a Piece of Heart. The easiest place to get Hyoi pears is from Beedle's Outset Island shop ship.

Now play the Ballad of Gales to warp to Dragon Roost Island and find Medli. The little Rito girl is playing her harp on a cliff high up (you can hear the music the moment you arrive). To find her, climb up the path next to the mailbox, go up to the second floor inside the Rito cave and exit through the door next to the mail counter. Turn right and use your Grappling Hook?to cross the gap (picture below, left). Medli is waiting on the cliff to the left. Talk to her, lock on and take out the Wind Waker.

Conduct the Earth God's Lyric (hold right on the analog stick: down, down, center, right, left, center), and watch the cutscene.

When it's over, Medli will join Link on his boat. Play the Ballad of Gales and warp to Outset Island. From there, sail to Headstone Island. The King of Red Lions will explain your quest and you're ready to enter the dungeon.

Stand in front of the stone seal and conduct the Earth God's Lyric again (hold right on the analog stick: down, down, center, right, left, center). Medli will play the song on her instrument and open up the passage. Drop into the hole to enter the dungeon.
