You won't be able to get into Gale Isle until you have found the Iron Boots. Gale Isle is part of a two-dungeon quest you have to undertake to reawaken the power of the Master Sword. You will know that it's time to go to Gale Isle when the King of Red Lions has marked the island on your map.

Gale Isle is also the place where you get the Wind God's Aria.

If you call a seagull outside the dungeon, you can collect some Rupees, but there is no major treasure here.
Sunken Treasure: Return later in the quest to find a Triforce Shard near Gale Island.
