Bullet Time
Bullet Time is the series' core combat mechanic in which everything around Max Payne slows down but Max continues to respond to controls in real time. That means everything but the player's aiming reticle and Max's subsequent shots are suspended in slow-motion. This also allows you to confront large groups of enemies with time to plot an effective angle of attack.
Bullet Time replenishment is now skill-based, so targeting vital areas like the head or the heart will help you fill your meter more quickly. [1]?Although, if you're in a pinch, blind-firing from cover will quickly regenerate Bullet Time.
Bullet Time is also used for kill cams. When the final killshot is made on the final enemy of an encounter, the camera tracks the projectile to the point of impact. You can even slow the bullet trajectory even further during this final-kill cam by pressing and holding down on a button for a particularly satisfying and sadistic end to an enemy that has been giving you trouble.

New to Max Payne 3 is environment-based Bullet Time. Entering some areas will automatically trigger Bullet Time to give you some assistance with taking down a group of bad guys and to make for an epic, cinematic set piece. [2]
Bullet Time In Multiplayer
Bullet Time is one of the special Bursts abilities. Since the ability is based on line of sight, all players within this line of sight will be suspended in Bullet Time when it is activated. Targets can strategically duck out of sight to disrupt this effect.
