After you get into the tow truck, you will have FIVE minutes to drive down to the broken down car in Rockford Hills, so gun it! Get to the area and then quickly hook onto it while letting the driver in the truck.

Drop off the vehicle at the body shop and then drop it on the marker to complete the mission.
