Tonya won't be joining you for this mission, so just go to the impound lot and take the tow truck. Drive over to the stalled car at the railroad tracks near the docks and quickly tow it!
GOLD MEDAL REQUIREMENTS: "MISSION TIME/ UNHOOK BONUS"
Quickly back into the car and latch onto it and then pull away so that the train misses it!
After the narrow miss, stop the truck and let the car owner enter the passenger side. From there, drive the vehicle to the repair shop and drop it in the striped area to complete the mission!
