Take Tonya with you to the impound lot and get in the tow truck. Drive over to the waypoint to find the vehicle parked at a fast food joint.

You'll need to back into the driveway in order to tow the car, so do it! The owner of the car will come running out, so gun it back to the impound lot.
Drop the vehicle in the striped area and then exit the tow truck to complete the mission.
