The second vehicle is located inside a scrapyard in La Puerta. Unfortunately, the stash vehicle has a broken engine, so take the nearby tow truck and latch onto the stash car and then haul it to Vespucci Beach.

Once the stash car is delivered, exit the vehicle and leave the area to complete the mission.
