When you arrive at the house in Rockford Hills, Josh will be with two other policemen. After the cutscene, Josh will run away leaving Trevor with the policemen.

GOLD MEDAL REQUIREMENTS: "DIRTY RAT/ HOT PURSUIT"
For the Gold, you'll need to chase down Josh quickly and kill him. Quickly eliminate the two cops and then gun down Josh.
Once that's done, get out of the area by using the Police car parked by the entrance of the house.
Lose the heat with some evasive maneuvers to complete the mission.
