Although tehcnically not a Strangers & Freaks mission, Michael has the chance to visit Dr. Friedlander during the game to discuss his problems.

Depending how far you've progressed in the game, the cutscene with Dr. Friedlander will vary in length with Michael discussing various events that have happened in the game so far.

Midway during the convo, you'll have a choice to ACCEPT or REJECT the doctor's advice followed by a startling confession from the doctor, which upsets Michael.

As the doctor flees his office, you have the choice to KILL him or let him go.

If you decide to kill the good doctor, you won't have time to equip a Sticky Bomb to toss at the doctor's car (since he drives away too quickly), so get in your vehicle and chase after him and blow him up to complete the mission.
