Phil Cassidy, having survived the deadly Malibu Club bank heist, is now keen on working with Tommy. How to Complete the Gun Runner Mission

Speak with Phil after completing The Job to start Cassidy’s own set of dangerous jobs. First, Phil wants you to take care of some rival weapon dealers. Technically, that means ramming their trucks and picking up weapons, but there’s an easier way to deal with the problem: with a rocket launcher.

Grab one, then get in the truck at Phil’s compound. Track down the target convoy, get a little ways ahead of them — create a roadblock if need be, using your car — then get out and use the launcher as they approach. They’ll drop their weapons, and you’ll get a bonus $100 for each enemy gang member killed.

If this sounds too involved, you can perform drive-by shootings until the trucks explode as well. Just mind how you go. This much chaos and death will attract police attention.

Grab all the dropped weapons, and you’ll earn $2,000 and move on to the next mission.

How to Complete the Boomshine Saigon Missions

Speak with Phil again to trigger a lengthy cutscene where Cassidy has yet another accident with his illicit boomshine still. This time, it’s a near-fatal one though. You need to rush him to the hospital before he bleeds out and dies, though Tommy’s driving is more erratic than usual thanks to the boomshine’s influence. The screen will wobble, and it’s difficult to drive in a straight line, so try not to go too fast.

There’s strong police presence at the hospital, so Phil says not to risk it. Instead, drive to Little Havana and a surgeon Phil knows of who can complete the operation without attracting police attention.

And that’s all you need to do for this one. Arriving at the Little Havana surgeon’s office ends the mission and gets you $4,000. You don’t get a new property for your trouble, but you can acquire weapons from Phil’s place from now on.
