This scrap is on the top platform of the crane on Vespucci Boulevard and Power Street. It can be reached through multiple ways:

• Easy and short: land a helicopter or plane (such as the P-996 Lazer jet) on the top of the building, walk across the red support beams, drop down onto the crane then climb up it to the top platform
• Easy but long: climb from the bottom (the bottom of the crane is under the building in the center area)
• Difficult and short: aiming to land on the top platform, perform a very precise parachute drop to get it
