Likely Reasons: Shooting civilians, being chased in a 1 star wanted level for a while, Robbing a Convenience or any store that you can rob, Pointing your gun at a cop, Causing a Ruckus, Performing a desk pop in a area with people in it

What Happens: A 2 star wanted level will still prompt the police to make an arrest, but they will use a Stun Gun if a weapon is not drawn. If a weapon is drawn, they will use their fire arms.?

Hint: If you want to get away from the feds, get on the freeway and drive really fast with a decent car, if the freeway or a car isn't available try going on foot or cycle through the alleyways, jumping over fences and such until you get away
