Motion to Impeach
Motion to Impeach is the fourth memory in Sequence 07, but can only be attempted once all other memories are complete. Finally learning the identity of his target, Jacob infiltrates the Houses of Parliament to assassinate his target.

As you scan from your vantage point at the House of Parliment, you'll find several clues to help your way in to assassinate your target. There are several policemen outside, and many more templars and thugs inside the building itself. On top of that, your target is locked away in a room that can be hard to get to.
Steal Lord Cardigan's Password
This alternate objective is key to getting to the target and killing him undetected. In order to do this you'll need to infiltate the yard that's swarming with policemen.
Side Objective: Don't kill any policemen
As hard as it is, stay your blade and zipline over to the far wall of the parliment, near where the base of Big Ben is. The minister will be wandering back and forth here, and will sometimes stop in the middle of this path, between groups of people you can blend with. When he starts moving for the inner walkway, sneak up and steal his password.

Kidnap the Policeman
With the password obtained, head back up to the rooftops and watch the policeman's movement in and out of the main entrance to Parliment. He will regularly walk outside and go down one of the paths. As he walks up the left path away from the main entrance, sneak up behind him and kidnap him. As long as you're with him, the police won't get suspicious on sight, and the guards at the entrance will slowly move apart to let you in. (Having the skill to keep him from trying to escape is very handy here.) Once the guards part, enter the Parliment, and find a quiet corner to choke him out (don't worry about the civilians, they wont tell!)
Speak to the Politician
While not neccessary, speaking to this guy will give you a direct (and a little dangerous) route to your target. After you talk to him inside Parliment, he'll start marching down the halls. He won't run if you start killing thugs - but he may get a bit squeamish. If he starts to freak out, just bump into him and he'll start moving once more.
The politician will move to the back of the main entrance before going left down a hall with a templar, and into a main area with two more you can sneak by. He'll move left down another hall before making a quick right, allowing you to sneak by more templars, and kill the one in the next hall. At the end of this hall is another Templar, and some patrolling guards who you may have to fight. The politician will take a right at the intersection, leading all the way to a locked door.
Assassinate the Earl of Cardigan
The politician will be unable to enter even with all his blustering - it seems your target isn't taking just any visitor.
Side Objective: Do not get detected by the target
If you got the password from the Minister, today is your lucky day. Wait until the politician leaves and then knock on the door yourself to gain entry into the room - all while the Earl's back is turned to you. His mistake.

Escape The Houses of Parliment
Now that the Earl is dead, a nice door has just opened up to your left. Take out the thug guarding it and make a break for the exit. To get out in a hurry, head down the hallway and take a right, and you'll find an exit on the left that leads into a courtyard. From here you can zip up the walls - watch for snipers along the roof - and make your escape beyond Parliment.
