As this next Roth-centric episode begins, the gang leader will eagerly invite Jacob to join him on carriage ride to their next target.
Reach Starrick's Workshop
Follow the trail lad out for you and avoid any nosy templars on your short ride leading to a small alley where a house lies in the center. Follow Roth up a building to overlook the small facility where you'll be briefed on the workshop - that happens to be crawling with templars, as well as convinent explosives.

Side Objective: Do not kill anyone while placing the explosives
This objective is somewhat misleading. While it's true - you won't be allowed to kill any of the several guards patrolling the roofs, ground, or streets around the building - the rules don't say anything about kidnapping and choking them out. So long as you don't raise attention, you can put every last guard to sleep if you want.
Start with the rooftop snipers and quietly sneak up on them from behind. Knock them out and leave them out of sight on the roofs, before turning your attention to those below. Watch the patrol routes of the guards on the streets, and make sure to mark them so you know where the others are at all times. Clear out the edges as you make your way inwards to the building itself. If you get spotted, just lead them on a merry chase - and try to set them up for a choke out when the eventually stop looking for you.

Once you are sure you won't be interrupted, find the sets of dynamite around the house, and place them in the marked positions on all sides. Since most of these points are in direct view of patrolling guards it is almost essential you take most of them out before trying this. Once the explosives have been placed around the facility - return to Roth to see the unforseeen consequences of his mad plans.
Rescue the Children
Side Objective: Rescue all children in under 2 minutes
Time is not on your side here, so quickly make your way through a broken window on the first floor into the building. Many of the children are still on their feet - but need an escape route. Make one for them by busting down the front door.
Your work isn't done just yet - as 3 children are too weak to leave on their own. To make matter worse, after you rescue the first child, Roth's men will try and stop you by ambushing you at the front door. Make quick work of them so you can rescue the other two with time to spare.

When you rescue the last child from the burning building, the mission will conclude , as Roth's man will come to you with a letter from your one time partner, inviting you to a show he's putting on for all of London. Don't expect the warmest of welcomes.
