Tax Evasion

The tax collector is basicly a borgia messenger. He has the same symbol on the map and is equally hard to hunt down. Just tackle him and you unlock the achievement/trophy. Be warned they are very rare (I've only come across two) so don't let them get away.? There is one located near the arsenal that sometimes pops up.
